Why this row
The country energized 3,300 circuit-miles of transmission a year within its regions from 2011 to 2020 and 70 a year between them, while the Department of Energy finds that transfer capacity between regions must grow by 25% to 412% by 2035. Utilities have 41,000 miles under construction or in planning for the next ten years. The row holds them to that pipeline: 4,100 miles a year is the plan delivered on schedule. Interregional miles are reported as their own line because that is where the 2011 to 2020 rate was lowest.

linear; 4,100 a year is the ten-year pipeline of 41,000 miles delivered on schedule
Each July 4 the row shows its baseline, this path, the latest official value and a status of ahead, on schedule or behind. As an anticipatory row it reports the public decisions that delayed it.
