In 2024, 31% of fourth-graders read at or above the NAEP Proficient level, down from 35% in 2019. NAEP is given in even years, so the row has readings in 2028, 2030 and 2032: recover the 2019 level by 2030 and pass it by 2032. The audit publishes exclusion and accommodation rates by state, because they move the score. Under the chapter's major projects every state publishes third-grade reading by district.
