Why this row

GAO found that only zero to one percent of federal award records were fully consistent under the DATA Act, with 160 programs and $80.8 billion omitted. The Recovery Act showed the country can do better: quarterly reports ten days after quarter close, at 99.9% compliance. The Act's Mission Ledger moves every dollar through project-bound, closed-loop accounts with controls at authorization, publishes every transaction within 72 hours in machine-readable form, and runs continuous audit with flags to the Inspector General. This row is the plan's own doctrine applied to the rebuild: the plan's authors never touch the data, and neither does anyone else. It is binding on the Mission Board, whose first hundred days begin with publishing the Ledger's technical standard.
