The touchstone of the Act is a playground: about $50,000, quickly, to a legitimate local team, for a recreation center that has gone unmaintained for thirty years. The Fast Lane is the mechanism, standing pre-qualification, fixed-scope catalogs with reference price bands, fixed-price award within 30 days, milestone escrow, and geotagged photographic verification, and the Act reserves at least 1% of budget authority for it and opens it nationally within 180 days of enactment. The matrix carries about 212,000 public-realm micro-projects at a $500,000 average; the floor's arithmetic is half a million at $50,000. The row is binding on the Regional Delivery Authorities that run the lane, and it is the plan's earliest visible result: tens of thousands of finished projects in the first fiscal year, each one a photograph.
