Why this row
Large power transformers that were orderable in under a year before 2020 now take 36 to 60 months, and the reliability regulator reports 80 to 210 weeks. Every generation and transmission row in this chapter waits on that lead time, which is why the Act names it as one of its Capacity Triggers and puts federal purchase commitments for transformers, switchgear and HVDC converters in the first hundred days of its Mission Board. The row is anticipatory because manufacturers deliver it; the plan tracks the lead time and the public orders that shorten it.
